Marine Engineer Class 3 Certificate of Competency (MEC3)
Course Name: Diploma in Marine Engineering Class 3 and Class 4 (MEC 3)
Eligibility: You may be eligible in either of the conditions stated below:
- For Degree / Diploma engineering students (only mechanical and marine engineering are acceptable) - Combined
sea service and workshop skills training must total 12 months, including at least six months sea service. Students who
have a BE Mechanical, BE Marine, GME, DME, HND, etc. qualifications along with the requisite sea service may be
eligible in this category. As it is uncertain whether your academic qualification would have had any workshop skills
training as part of the curriculum, it is advisable to finish the full 12 months of sea service or have a Pre-Assessment
done (see below for details) before you proceed to New Zealand for the MEC3 course. If you have passed the DG
Shipping approved BE Marine or 1 year GME (+BE Mechanical) course and completed 6 - 9 months of sailing with the
Indian TRB, please get your pre-assessment done before applying for a New Zealand visa.
- For seafarers who do not have a Degree / Diploma in Engineering - Combined sea service and workshop skills
training must total at least 36 months, including at least 30 months’ sea service. Wipers, Oilers, Fitters, etc., who do
not have any formal academic training qualifications may become eligible in this category. As it is unlikely that you
would be having any formal workshop training course done before, hence it is advisable to complete 36 months sea
service before applying for the MEC3 course. It is advisable (but not compulsory) to get your sea service and Training

- Electrical Officers having 36 months of sea service (with C/E testimonials) and having completed the ISF Training
Record Book would also likely be eligible for doing their MEC3 course in New Zealand. A degree or diploma in
Electrical Engineering is not a requirement whilst following the 36 months route. Sea service done as a Trainee
Electrical Officer will also be accepted as long as you have the stamps on the CDC and the CE testimonials. It is
advisable (but not compulsory) to get your sea service and Training Record Book pre-assessed before proceeding to

The seagoing service must have been on commercial vessels with engines of 750kW or more, operating outside restricted
limits. At least six months must have been served as an engineering watch-keeper under the supervision of an engineer
The MEC3 certificate is valid for 5 years.
If you have not sailed on ships with auxiliary steam boilers and steam systems, your MEC 3 certificate of competency in
motor propulsion will be endorsed with the limitation :
‘Not valid for use on ships fitted with boilers and associated auxiliaries and steam systems’.

If a candidate for MEC3 course has not satisfactorily completed the ISF Training Record Book, then they have not met the
pre-requisites and are therefore ineligible to undertake the Maritime New Zealand Oral Examination.
ISF Training Record Book for Engine Cadets - Cost price of the ISF TRB is 2,700 Rs/-. We keep stock of the ISF TRB at

Course Dates: 20 February 2018 ; 25 June 2018 (duration will be 8 months)
Tuition Fees: 16,500 NZ$ (includes the advanced STCW courses i.e. AFF, MFA and PSC&RB & Oil & Chemical basic
tanker safety courses also). Overseas student health insurance and government taxes will be another 700 NZ$ extra.
Please note that DG Shipping approved STCW advanced courses (AFF + MFA + PSCRB) from India are not acceptable in
New Zealand. Hence, these courses have to be done compulsorily in New Zealand and are included in the tuition fees.

IELTS or Pearson PTE Academic English Language Test: From 1st October 2015, all students going to New Zealand for
the MEC 3 course need to clear an IELTS or Pearson PTE Academic English language test. You will need to score IELTS 6
band with no score less than 5.5 (or Pearson PTE score of 50 with no score less than 42). For booking the IELTS / Pearson

Recognition of Prior Learning:
If a student has a Diploma or Degree in Engineering, then students can apply for Recognition of Prior Learning (RPL) - this
process has a fee of NZD$500.00 and will determine if they will be exempt from Science 1 and Science 2 courses within the
MEC3 qualification. Exemption is only from the course and not from the examination.
If the RPL process is approved, this means students will not have to enrol on the General Engineering Science 1 and
Science 2 courses.
The RPL process will involve students undertaking the General Engineering Science 1 and Science 2 exams in New Zealand
to demonstrate their knowledge of Science 1 and Science 2.
If the Students are successful with their RPL application, then the total programme fee will be reduced to NZD$13,500.00 +
NZD$500.00 RPL fee. If the students do not meet the RPL level, then they would have to enrol on the Science 1 and Science
2 courses for which the course fee is NZD$ 3,000.00.

Admission Procedure: Please send the following documents to us by email at email@example.com

- Educational qualification certificates (BE, Diploma, ITI, Trade Certificate, Class XII, etc.) photocopies
- STCW basis courses i.e. PST, PSSR, FPFF and EFA
- E/R watch-keeping certificate (sea-service testimonials) for last 6+ months given by Chief Engineer.
After we have received your documents, the following procedures will be undertaken:
- Your application form and documents will be sent to the college. If the college accepts your application, you can
expect the conditional admission letter in about 3 weeks time. Click to see a Sample Admission Letter. The final visa
letter will be emailed only after you have submitted your IELTS / Pearson PTE English Language Test report.
- Whilst your college admission is in progress, you are strongly advised to apply for a Pre-Assessment of your
educational qualification (for diploma / degree engineering students) and work experience documents (for all
seafarer). Students will need to pay the eligibility fees to Maritime New Zealand and all documents being sent has to
be attested by a notarised public except for the NZ Training Record Book which has to be sent in ORIGINALS only.
The pre-assessment procedure takes about 6 weeks time excluding the postage time which in total would make it

- About 30 days prior to your course starting date, we will initiate the visa application process.The visa processing time
is approximately 4 weeks. You will need to show about 1,250 NZ$ / month as living expenses for the visa apart from
the tuition fee paid in full to the college. The total funds that you will need to show for the New Zealand visa will be
about 14 Lakhs approximately. You can show funds as cash in your bank account, educational loan letter of a mix of
cash in account and educational loan. Your parents / relatives can show funds on your behalf also but they will need
to show their source of income as well. We will call you to our office for the visa form filling process and it will normally
take about 4 hours to complete the form filling process subject to your having all the supporting documents. Once, you
have got an in-principal visa approval in about 2 weeks after your visa application documents submission, you will be
asked to remit the total tuition fees to the college. This will be done by electronic bank transfer and will take 2 days
approximately. In another 2 days time, the college will send you the payment receipt by email which you will forward to
the visa office by email. On showing proof of college fee payment to the NZ visa office, your visa will be stamped in

Pre-Assessment of Sea Service & Academic Qualification:
- Please download and take a printout of the Pre-Assessment Form This form is to be filled up in CAPITAL LETTERS
only by pen.
- Engine Ratings (Oiler, Fitter, Motorman, Wiper) who wish to have their sea service assessed before going to New
Zealand will need to send the following documents to the address given in the last page of the Pre-Assessment Form
by courier. Attestation of documents can be done from any lawyer in your city.

- TME's / Engine Cadets having a Diploma / Degree / GME in Mechanical / Marine Enginering can have their pre-sea
qualification and sea service assessed by sending the following documents to Maritime New Zealand:

-> Degree / Diploma / GME - passing certificate and semester / yearly mark-sheets (attested copies)
-> CDC attested copies of first page and all sea service stamp pages
-> Chief Engineer testimonial attested copies
-> Training Record Book in ORIGINALS ONLY
-> Demand Draft of NZ$ 398 in favour of "MARITIME NEW ZEALAND" for sea service assessment
-> Demand Draft of NZ$ 111 in favour of "MARITIME NEW ZEALAND" for pre-sea qualification assessment

ISF TRB Workbook / Project Drawings
Sometimes, whilst working on ships, some pages of the ISF TRB may get spoilt / torn. We have scanned a new ISF TRB so
that you can print those pages which have got damaged. Please note that taking a printout of the complete ISF TRB and
submitting to Maritime New Zealand will not be accepted.
Accommodation & Airport Pick Up:
Food and accommodation expenses / month on a conservative estimate will be about 25,000
Rs/- per month. Students stay together in rented accommodation which are usually about 10 -
15 minutes walking distance from the college.
They will buy groceries from the market, cook food at home and divide the cost amongst
themselves. Mr Agha (see Photo on right) will come to pick you up at the airport. He will then
show you a few houses (see typical house photos below) and then you can decide where you
wish to stay. Students are free to arrange their own accommodation also without the help of Mr.
Agha if they have their own contacts in New Zealand.
Complete visa assistance will be provided to you. We will call you to our office in Mumbai for visa form filling process.
Note: After obtaining your MEC 3 course from New Zealand, you can:
1. Opt to do your 2nd and Chief Engineers from New Zealand or
2. Come to Warsash Maritime Academy, Southampton, UK for your 2nd and Chief Engineer examinations.

kms from station. It should take you about 20 minutes to reach our office in normal traffic conditions from the station.
